Chigurh is a serial killer that's why he acts the way he acts and kills so heartlessly. I think during the whole storyline of the book Chigurh is on a mission sent by someone to get the 2 million dollars.
When he meets with the drug lord in the end, you find out that he is on a mission, but he wasn't sent by anyone. He wanted to do business with the drug lord so he made it a point to get his "property" back to him. He is a serial killer, that's he kills so heartlessly. He regards the people he kills more as objects then people.
